2024 Budget: Lagos Govt Announces Date To Commence Bilateral Discussion With MDAs
Eko Hot Blog reports that the Lagos State Ministry of Establishments and Training is scheduled to commence bilateral discussion with Ministries, Departments and Agencies (MDAs) on July 10, 2023, as part of the preparation for the 2024 Personnel Budget estimates.
The Permanent Secretary of the Ministry, Mr. Olawale Musa, made the disclosure in a statement issued on Tuesday.

He stated that the bilateral discussion is being done to facilitate the mandatory returns of the state-wide Personnel Cost to the Ministry of Economic Planning and Budget for the inclusion in the State’s year 2024 annual budget.
Mr. Musa, therefore, enjoined all Ministries, Department and Agencies to make adequate preparation for the annual bilateral discussion on their personnel cost.
Whilst reminding MDAs that the Personal Cost Budget would be on a Programme-Based Budget (PBB) model, he stated that a virtual sensitisation webinar would be conducted for Accounting Officers, Directors of Admin and Human Resources as well as their Schedule Officers on questions asked frequently and germane issues in preparing the Personnel Budget.
Mr. Musa advised that Accounting Officers and Chief Executive Officers of Ministries/Parastatals are expected to lead their teams to the bilateral discussion, warning that failure on the part of the Accounting Officers to do this would mean that their MDAs would not be attended to.
He said all MDAs are required to submit three copies of their Personnel Cost Details, which must be in Microsoft Excel in hard and soft, 48 hours before its bilateral meeting for vetting.
