n August 2024, Minister of Power Adebayo Adelabu announced plans to subsidise electricity for health and academic institutions moved to Band A. However, nearly 12 months later, no implementation has taken place, and government officials now hint the plan was never formally approved by the Federal Executive Council.
Several tertiary hospitals reportedly pay up to ₦300 million monthly for electricity—triple the rate before subsidy removal—while universities have also been threatened with disconnection. The University of Lagos and its medical college were disconnected in 2024 over ₦280 million in unpaid bills.
Stakeholders, including consumer advocacy groups and academics, criticised the government’s silence, describing the initial pledge as a political statement lacking structure and feasibility.
With doubts surrounding the subsidy plan, the Federal Government appears to be pivoting toward solar solutions. Through the Rural Electrification Agency, solar power installations are underway at select institutions, including 12MW at the University of Maiduguri and 7MW at the University of Calabar.

Despite these efforts, many institutions remain in the dark—literally and financially—as implementation delays continue to disrupt essential services in health and education.
