The Federal Government has unveiled the third phase of its Government Enterprise and Empowerment Programme, called Renewed Hope GEEP (RHGEEP 3.0), with a target of reaching five million Nigerians by 2027.
Eko Hot Blog reports that while speaking at the national stakeholders’ roundtable in Abuja on Thursday, the National Coordinator and Chief Executive Officer of the National Social Investment Programme Agency (NSIPA), Badamasi Lawal, said the new phase represents a recalibrated scheme built on trust, consistency and accountability.

He explained that the initiative reflects a collective commitment to deepen financial inclusion, widen access to credit for small businesses, and empower citizens, especially women, youth, artisans, petty traders and smallholder farmers, who make up the backbone of Nigeria’s informal economy.
Lawal said the roundtable was convened not just to discuss policy but to launch the strategy for RHGEEP 3.0 under the theme Building Trust, Strengthening Transparency, and Scaling Impact through Financial Inclusion.
He stressed that the conversation is about access to affordable credit for underserved Nigerians, which is vital to the nation’s economic heartbeat.
The programme, which started under the National Social Investment Programmes, was designed to provide microcredit and financial support to millions at the base of the economic pyramid.

Through initiatives like TraderMoni, MarketMoni and FarmerMoni, GEEP has supported microenterprises, restored dignity and provided opportunities to those excluded from formal financial systems.
Acknowledging the achievements of GEEP 1.0 and 2.0, Lawal noted that Renewed Hope GEEP 3.0 marks a deliberate shift in approach.
He said it focuses on rebuilding confidence with beneficiaries and stakeholders, ensuring equity and fairness in access, and enforcing accountability, especially in repayment.
“Our goal is to reach five million beneficiaries by 2027 with a strong culture of repayment. This is ambitious but achievable if we work together,” he stated.
He added that lessons from the earlier phases highlight the need to strengthen transparency, improve repayment structures, expand digital access through fintech, and deepen partnerships with state and local governments.
Lawal praised the GEEP management team and technical partners, including System Strategy and Policy Lab and Sydani Group, for their role in shaping the new strategy.
He emphasised that the success of RHGEEP 3.0 will depend on collaboration among government, financial institutions and civil society, supported by effective public communication.
He reaffirmed that under President Bola Ahmed Tinubu’s Renewed Hope Agenda, the government is committed to making GEEP a more accountable, impactful and sustainable intervention.
