WISPI measures the ability of the police and other security providers to address internal security issues in 127 countries, across four domains, using sixteen indicators. The four domains are, capacity, process, legitimacy and outcomes.
Capacity domain scrutinized the resources that a nation dedicates to internal security.
Process domain looks at whether the resources dedicated to internal security are used in an effective manner
Legitimacy domain is a measure of whether the public view security providers, particularly the police, in a favourable light.
Outcomes domain assesses current threats to internal security.
The ranking of the Nigerian Police as the worst in Africa does not come as a surprise. The report highlighted the ineffectiveness of the police and judicial system, as well as the problem of corruption in Nigeria. More so, 81 per cent of Nigerian respondents to the Global Corruption Barometer admitted to paying a bribe to a police officer, and unsurprisingly, the Rule of Law index found that military and police officials are likely to use their public positions for private gain. All these and more have contributed to the decay in the Nigerian Police.
