Job Description

Position: Executive: Public Finance
Location: Centurion, Pretoria, South Africa (Hybrid)

As an Executive in Public Finance at The Collaborative Africa Budget Reform Initiative (CABRI), you will play a key leadership role in managing and executing public finance management (PFM) strategies and programs across African ministries of finance, budget, and planning. The role demands strategic oversight, innovative program development, and a deep understanding of PFM trends.

Key Responsibilities:

  • Represent CABRI and its Executive Secretary at international forums.
  • Lead planning and execution of international conferences, annual meetings, and country training programs.
  • Drive the development and execution of CABRI’s Strategic Plan.
  • Communicate effectively with various audiences, including Finance Ministries and the World Bank.
  • Provide thought-leadership in PFM reform programs and change management.
  • Oversee PFM technical advisory and coaching processes.
  • Provide strategic guidance to the PF Division’s technical team.
  • Liaise with the Operations Division and the Office of the Executive Secretary.
  • Manage recruitment, staff development, and performance within the PF Division.
  • Prepare periodic reports for the Executive Committee and CABRI Management Committee.
  • Lead in research and resource mobilization for CABRI’s work.
  • Foster technical innovation and inclusion within the organization.

Required Profile

Education:

  • Master’s degree in Economics, Public Administration, Public Financial Management, or related fields.

Experience:

  • At least 5 years in similar roles within international organizations or senior public sector positions.
  • Minimum of 5 years in a management role equivalent to a Senior Budget Official or Senior PFM Manager.

Skills:

  • Strong understanding of PFM praxis and global finance trends.
  • Proven leadership, report writing, and data analysis skills.
  • Proficiency in English, with additional language skills in French or Portuguese as an advantage.
  • Preference for candidates from CABRI member countries.
