Peaceful co-existence in any society hinges on effective and efficient law enforcement which guarantees the safety of the people, helping to uphold the rule of law.
The success of any law enforcement should be predicated on an established mutual understanding and trust between law enforcement and the communities.
Without these ingredients, it would be difficult to mount the desired kind of tranquillity necessary for growth and development, which are core ideals of society anyway. It is safe, therefore, to conclude that where one is lacking other dependents would wobble.
Nonetheless, there is still optimism that the nation-state, moreso, the core instrumentalities of governance would get their acts together to mount the kind of order the nation needs to advance. And of course, the order in society cannot be discussed in isolation of law enforcement, with the police as the main driver.
Regarding the Nigeria police, there is no scarcity of men to drive the kind of change being envisaged here. And they do not all necessarily have to hold the paraphernalia of office; all each need is a beat, which of course is the case, and a personal resolve to work conscientiously rather than anything else.
This also presupposes that the Police leadership would be up to the mark, for without officers to point the right direction, the rank and file would only flounder. With the police, pointing the right direction is expected to start with improved welfare and working conditions, which go beyond the monthly home take. Regular bashing of the police notwithstanding, the point has been made before that there are still policemen who are committed to their duties and can be trusted when the chip is down.

This much was reiterated during an interview with Olivia Afun, a victim of police extortion from Agbowa. A situation that received the attention of the rank and file of the Lagos State police command that led to the arrest of a particular officer who went the opposite of his oath of office.
Olivia said she still believed in the sanctity of the police force despite the shabby treatment in reference.
“My convictions in the integrity and the sanctity of the police force is borne out of the interaction I had with the rank and file of the police during my ordeal particularly, the Lagos state commissioner of police
“He is a gentleman man and a model of grace and humility who is truly committed to bridging the gap of distrust between the police and the community.
“He brings to bear compassion and empathy that members of the public are not usually accustomed to in police operations”.
She also spoke eloquently, what she called the promptness he displayed in handling the case, the personal supervision, the personal assistance including the delivery of foodstuff to her, all of which reassured her that the police could also be relied on.
Lagos has always been blessed with men of integrity running the affairs of the police command but none can be compared to the present Commissioner of police given his antecedent, pedigree in the police force and other obvious reasons: He is the son of the soil who understands the terrain of the state in addition to his other personal virtues.
As succinctly espoused during the interview, the emergence of Hakeem Dosumu couldn’t have come at a better time, an event that is considered as portending well for Lagos State. His is a paradigm shift in a police operation in Lagos State, a pointer to the community policing ideal we have always advocated for.
It is easier to win the collaboration of the people when the police are seen to do their work, rather than than the other way round.
Add to it, regular dialogue and interfacing with the people and you would have removed the basic ingredients of friction and distrust that hinders effective community policing.
Olivia’s case has, therefore, become the trigger for the much-needed paradigm change in the operations of a typical police force, Agbowa police station a model that others could follow.
