The Inspector-General of Police, Kayode Egbetokun, has issued a decisive directive to end the arbitrary arrest, detention, and phone searches of youths by police officers nationwide. He warned that erring officers and their supervisors would face severe sanctions.
In a wireless message dated December 13, 2024, and sent to all state police commands, Egbetokun emphasized the importance of curbing human rights violations and unlawful practices that have tarnished the reputation of the Nigeria Police Force (NPF).

The memo, titled Order and Directives: Arbitrary Arrest and Detention, was signed by the Department of Operations at Force Headquarters and obtained by PidomNigeria.
It was marked with the reference DTO: 111996/ and Ref: CB:0900/DOPS/FHQ/ABJ/VOL.TIO/157.
The directive explicitly prohibits unnecessary arrests, detention of youths, and unauthorized phone checks at checkpoints, which have contributed to the negative public image of the NPF. Egbetokun warned that police commissioners and supervisors in commands where such violations occur would also be held accountable alongside the officers involved.
The message stated:
“Arbitrary arrest x detention x nigpol dcps abuja directs x henceforth x there should be no unnecessary arrest and detention of youths x collecting of phones x checking of phones x at checking points x these should stop x this attitude is portraying the nigeria police force in bad image x all these culminated to end-sars protest x destruction of properties x killing in the past x nigpol dops directs you desist from such unlawful acts x anyone caught will be disciplined along with commands compols/supervisors as ingenpol will deploy monitoring units for enforcement of this directive x treat as very important.”

Egbetokun reaffirmed the commitment of the NPF to professional conduct and respect for citizens’ rights, stressing that monitoring units would enforce compliance with this directive.
