The bill, sponsored by Senator Benson Konbowei (PDP, Bayelsa Central), was presented during Tuesday’s plenary. Senator Konbowei highlighted the university’s potential to serve not only Bayelsa but also students from across Nigeria, fostering education in critical fields essential for economic development.
“The proposed university will train young men, women, and older Nigerians in science and technology, the backbone of the modern economy,” Konbowei stated.

He emphasized the institution’s focus on disciplines such as Marine Engineering, Petroleum Studies, Medical Sciences, Information Technology, and other engineering fields. He further noted that the university would offer undergraduate and postgraduate programs, contributing significantly to Nigeria’s manpower development.
Konbowei underscored the importance of establishing more universities to equip young Nigerians with the skills needed to thrive in a competitive global economy. He argued that such initiatives would combat youth unemployment and restlessness by providing educational and professional opportunities.
“This institution will help redirect young people from the streets to activities that secure their future and that of the nation. It is an investment in our collective destiny,” he added.
Senator Seriake Dickson (PDP, Bayelsa West) lent his support, urging colleagues to recognize the urgent need for greater investment in the education sector, particularly in Bayelsa State.
Following robust discussions, Senate President Godswill Akpabio referred the bill to the Committee on Tertiary Institutions and TETFund for further legislative input, with a report expected in four weeks.
