Itse Sagay, the chairman of Presidential Advisory Committee Against Corruption, says President Muhammadu Buhari can’t bow to the whims and dictates of the national assembly regardless of the situation at hand.
Sagay said Buhari is above everyone in the country, hence can’t be summoned by the federal lawmakers.
Eko Hot Blog reports that Sagay, a staunch supporter of the president, said Buhari is expected to appear before the National Assembly only during presentation of annual budget.
He averred that the National Assembly lacks the constitutional power to summon the president over happenings in the country if he does not show any interest in honouring their request.
“The constitution has clearly stated the circumstances in which public officers can be invited,” Mr. Sagay said. “President wears two caps; he’s the head of the executive and he’s the head of state. Protocols demand that you cannot summon the head of state; he’s above everybody.”
“He is the number one in the country, so it is very ambitious for any group of persons, whether the National Assembly or not, to in effect compel him to come there without his wanting to come,” Sagay added.

The House of Representative had summon the president to appear before it following the massacre of over 40 rice farmers by Boko Haram terrorists in Borno State two weeks ago.
However, after initial agreement to appear before the lawmakers, Buhari failed to show up after the attorney general of the federation, Abubakar Malami, in a statement said the federal lawmakers have no power to summon the president.
