The Blues are considering both a permanent transfer and a loan deal for the 24-year-old, with the possibility of offering a player to United as part of the proposal.
Discussions between the two clubs are said to have taken place, while Juventus is also in negotiations for Sancho.
Any new signing for Chelsea will need to align with the club’s wage structure, with up to seven players expected to depart before Friday’s transfer deadline.
The average base wage for Chelsea’s recent signings has been below the Premier League average of £72,000 per week.
