During his speech after the signing on Thursday, Fubara expressed his gratitude to the State Assembly, led by Speaker Victor Oko-Jumbo, for their diligent work in passing the budget.
Fubara reaffirmed that the only legitimate House of Assembly in the state is the one led by Oko-Jumbo, dismissing any other claims.

The governor also addressed the defection of Martins Amaewhule and 26 other members from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC). Despite their recent attempts to retract their actions, Fubara declared that they could no longer be recognized as legislators.
The Amaewhule faction, loyal to former Governor Nyesom Wike, has been in conflict with Fubara. The governor emphasized that after providing ample time for the Amaewhule group to reconsider their position, the decision to disqualify them is final and irreversible.
Fubara stated that no governor in Nigeria has faced the level of disrespect he has endured, adding that his primary focus remains on advancing the progress of Rivers State.
The approved appropriation, which runs until December 31, 2025, consists of 12 sections.
