LASG: No Estate Can Approve Designs or Oversee Construction

Lagos State Government has declared that no estate or association holds the authority to review architectural designs or supervise construction projects within the state.

These responsibilities, according to the law, belong solely to government agencies.

This was made clear by the Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, during a briefing in Alausa on Wednesday. 

He stressed that the Lagos State Urban and Regional Planning and Development Law of 2019 (as amended) specifically empowers only the Lagos State Physical Planning Permit Authority (LASPPPA) and the Lagos State Building Control Agency (LASBCA) to regulate construction activities.

No estate or association has been given such authority.

“Any attempt by estates or associations to screen architectural drawings or supervise construction is illegal and a violation of the law,” he stated firmly.

“It should be sounded loud and clear that the State Government has not delegated those responsibilities to any group or estate, and such untoward actions, where undertaken, should cease forthwith.”

Dr. Olumide urged residents to report any unauthorized regulatory actions to the proper authorities.

He reiterated that while the state encourages collaboration through whistleblowing efforts, these efforts must focus on reporting violations, not assuming regulatory control.

“Taking the law into one’s hands will not be tolerated, as doing so can only undermine the progress being made in achieving a sustainable Lagos,” he added.
