Anya explained that the “zero noise policy” aims to address the pervasive noise pollution affecting Enugu’s metropolis. “This initiative is not just about regulation; it’s about creating an eco-friendly environment that respects the rights of all Enugu residents,” he stated.

The policy will include a strict ban on open-air music performances by bars and clubs in residential areas, as well as measures targeting roadside parking, road obstructions for personal events, and loud religious gatherings.
“Our mandate as the Capital Territory is to ensure that every decision benefits Enugu’s community. Over the past year, we have received more than a thousand complaints about noise pollution,” Anya said. He highlighted that noise pollution has been a significant issue, disrupting residents’ sleep and contributing to problems such as drug abuse, robbery, and hooliganism.
Effective immediately, bars, clubs, and places of worship will be required to implement soundproofing measures and cease open-air music in residential zones. Anya urged businesses and institutions to remove any public address systems outside their premises within the next 90 days.
The ECTDA also instructed all religious and relaxation centers to remove outdoor public address systems to promote a quieter and more peaceful environment in Enugu.
Anya assured that the agency would approach the enforcement with understanding, emphasizing that the goal is to improve the quality of life for all residents. Religious leaders, Rev. Carley Ibekwe and Alhaji Sariki Sambo, expressed their willingness to comply with the new directives.
