The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (retd.), has declared that his administration is laying the groundwork for a governance model that will not only benefit the present generation but also shape the future of the state.

Speaking on Monday, May 19, during the opening of a four-day Transformational Leadership Training Workshop for Sustainable Development in Port Harcourt, Ibas reaffirmed his government’s commitment to institutional strengthening, effective service delivery, and capacity building.

EKO HOT BLOG reports that the workshop, organised by the Rivers State Government in collaboration with the National Institute for Policy and Strategic Studies (NIPSS), brought together permanent secretaries, local government officials, and directors from various ministries across the state.

Vice Admiral Ibas emphasised that the training marks a pivotal move to align the state’s public service with the increasing demands of a dynamic society. According to him, the workshop is not just about upgrading systems, but about driving cultural change in public governance — one built on accountability, innovation, and excellence.

“This training is designed to equip you with the tools and insights necessary to lead through complexity, champion reforms, strengthen local government autonomy, and deliver meaningful results to our communities,” Ibas said.

He urged participants to approach the workshop with an open mind and a determination to translate the lessons into tangible action, stressing that only continuous, targeted training can break the cycle of administrative stagnation.

“We are committed to building strong institutions, promoting efficiency, and fostering a result-driven public service. We are laying the foundation for a culture of good governance in Rivers State — one that will serve not just the present generation but also those to come,” he stated.

Also speaking at the event, the Director-General of NIPSS, Professor Ayo Omotayo, described the workshop’s theme, “Transformational Leadership for Sustainable Development”, as timely and strategic.

“This course is meticulously designed to bridge leadership gaps and equip participants with contemporary strategies for collaborative governance,” Omotayo said.
