Tinubu Advances New Commissions, Following Oronsaye Report
President Tinubu advances government restructuring by approving new commissions and ministries, including the South East and North West Development Commissions, while the National Assembly introduces bills for new federal institutions.
EKO HOT BLOG reports that President Bola Tinubu and the legislative branch have continued their push for new ministries, agencies, and commissions, following the President’s call for full implementation of the Stephen Oronsaye report.
According to Punch, since February 26, 2024, President Tinubu has approved the creation of the South East Development Commission and the North West Development Commission.

On February 26, 2024, Bayo Onanuga, Special Adviser to the President on Information and Strategy, announced on X (formerly Twitter) that President Tinubu and the Federal Executive Council decided to implement the Oronsaye report.
This move aims to streamline government operations by scrapping and merging many agencies to create a leaner administration.
The Oronsaye report, submitted in 2011, recommended reducing the number of statutory federal agencies from 263 to 161, abolishing 38 agencies, merging 52, and reverting 14 to departments within ministries.
Despite a white paper committee under former Attorney-General Mohammed Adoke rejecting most recommendations in 2014, some accepted changes were not implemented until after President Jonathan’s administration ended in 2015.
In 2021, President Muhammadu Buhari’s administration initiated two committees to address the report. The first, led by Bukar Aji, reviewed the Oronsaye report and white paper, while the second, chaired by Amal Pepple, examined MDAs created between 2014 and 2021.
A subsequent committee led by Ebele Okeke reviewed the Pepple committee’s findings, but the Buhari administration did not implement the recommendations.
Amid ongoing discussions about government reform, the National Assembly and successive administrations continued to create new agencies, inflating governance costs and recurrent expenditure. On July 9, 2024, President Tinubu approved the creation of a new ministry, the Ministry of Livestock Resources, following recommendations from the National Livestock Reforms Committee to address conflicts between farmers and cattle herders.
On February 29, 2024, the Senate passed a bill for the National Assembly Budget and Research Office. On March 12, 2024, bills were introduced for new institutions, including Federal Colleges and the Nigeria Digital Literacy Management Office. Further, new bills for the Police Pension Board, Nigerian Building and Road Research Institute, and Federal College of Agriculture were read in March 2024.
