Ukraine’s president has warned that Europe can no longer rely on guaranteed US support, urging the continent to unite in building a common army and foreign policy.

Volodymyr Zelensky’s remarks came amid concerns in Kyiv over a recent phone call between Russian President Vladimir Putin and US President Donald Trump, which some fear signals Ukraine’s exclusion from key negotiations. The White House has also played down the likelihood of Ukraine joining NATO.

“A few days ago, President Trump told me about his conversation with Putin. Not once did he mention that America needs Europe at that table. That says a lot,” Zelensky said in a forceful speech at the Munich Security Conference on Saturday.

“The old days are over – when America supported Europe just because it always had,” he added.

Zelensky’s warning came just before Keith Kellogg, the Trump administration’s Russia-Ukraine envoy, addressed the same conference, stating that while Ukraine would have a seat at peace talks, Europe would not.

European positions would be considered, Kellogg said, but he emphasized that they would not have a direct role in negotiations. His presence in Munich, he added, was to ensure that European perspectives were acknowledged, but the talks themselves would be between the US, Russia, and Ukraine.

Speaking to CNN’s Christiane Amanpour at the conference, Zelensky admitted he was “not happy” that Trump’s first direct call was with Putin. He warned that a Trump-Putin meeting before any discussions with Kyiv would be even “more dangerous.”

Zelensky said Trump had not committed to meeting him first but acknowledged the urgency of talks. The US president, he added, understood the need for an immediate discussion on “concrete plans” to end the war.
