Below is a summary of the laws and their commencement dates:
Effective from February 19, 2025:
1. Lagos State Fire and Rescue Service Law
This law establishes a legal foundation to improve fire safety, emergency response, and rescue efforts throughout the state. It outlines the responsibilities, structure, and scope of the fire and rescue services.
2. Lagos State Law Enforcement Training Institute Law
This law introduces structured training and certification programs for personnel in law enforcement and regulatory agencies. Its aim is to promote professionalism and accountability among officers.
3. Human Organ Harvest and Tissue Transplantation Law
This legislation governs the donation, removal, and transplantation of human organs and tissues. It criminalizes illegal organ trade and prescribes penalties for offenders.

4. Consumer Protection Agency Law
This law creates an agency responsible for safeguarding consumer rights, handling complaints, and ensuring fair practices in the sale of goods and services.
5. Victim Assistance and Witness Protection Law
This law provides mechanisms to support crime victims and protect witnesses involved in legal proceedings, encouraging greater public cooperation with law enforcement.

6. Local Government Administration Law 2025
This law aims to improve the functioning of local governments in Lagos. It defines administrative responsibilities more clearly and seeks to enhance transparency, accountability, and efficiency at the grassroots level. However, it has drawn some criticism from civil society groups.
7. Lateef Jakande Leadership Academy Law 2025
Named in honor of a former governor of Lagos, this law sets up a leadership program for young professionals, focused on developing future leaders for the public sector.
The government stated that these implementation timelines are meant to allow for public awareness and proper institutional readiness. All ministries, departments, agencies, and members of the public are expected to comply once the laws become active.
