The Sole Administrator of Rivers State, Retired Vice Admiral Ibok-Ete Ibas, on Thursday swore in eight newly appointed Permanent Secretaries, charging them to lead with integrity, drive reforms, and uphold transparency in public service.
The swearing-in ceremony took place at the Executive Chambers of the Government House in Port Harcourt.

EKO HOT BLOG reports that describing the appointments as “strategic and timely,” Ibas said they come at a crucial period when the state civil service is facing a leadership vacuum following the retirement of experienced officers. He emphasised that the appointees must move beyond ceremonial roles and focus on results that directly improve citizens’ lives.
“Your emergence is critical at this time. You must promote peace through good governance by ensuring efficient service delivery,” Ibas said. “Public office must translate into tangible outcomes for the people.”
He urged the new officials to act as change agents by implementing policies, reforming outdated systems, and challenging inefficiency across ministries. Fiscal responsibility, he warned, would be strictly enforced.
“Every naira spent must be accounted for. Be deliberate, transparent, and accountable in all financial matters,” he stated.
Ibas also called on them to embrace digital transformation, improve inter-ministerial collaboration, and rebuild public trust in the civil service by rejecting corruption and mediocrity.
“You must set high standards, reject inefficiency, and help restore public confidence in the civil service,” he added.
