The Lagos State Government has commenced the review of its Public Service Rules ahead of the planned introduction of an updated 2025 framework aimed at modernising operations across the state’s civil service, Eko Hot Blog reports.
Speaking at a sensitisation session on the draft Lagos State Public Service Rules (2025), the Head of Service, Bode Agoro, said the review was necessary to align the civil service with global standards and a rapidly evolving administrative environment.

Agoro noted that the current 2015 rules had become outdated and no longer addressed emerging realities such as digital transformation, new workplace expectations and expanding governance demands.
He described the proposed reforms as a “fundamental overhaul” focused on strengthening transparency, predictability and the professional dignity of workers.
The Head of Service also emphasised the importance of labour union involvement, saying they remain co-owners of the process and essential partners in developing rules that protect the workforce while upholding accountability.
Chairman of the Public Service Rules Review Committee and Permanent Secretary, Ministry of Establishments and Training, Olubusola Abidakun, said the draft document was the product of extensive collaboration and research.
In a related development, the Lagos State Health Management Agency (LASHMA) has introduced two new health insurance plans targeted at residents, visitors and Nigerians in the Diaspora.

The plans were unveiled during LASHMA’s fourth-quarter media parley held at the agency’s headquarters in Alausa. Officials from key ministries praised LASHMA’s innovation and commitment to transparency in expanding access to healthcare.
The initiative comes ahead of the yearly December influx of travellers into the state.
Permanent Secretary of LASHMA, Dr. Emmanuella Zamba, said the quarterly media engagement remains a vital channel for updating the public on the agency’s policies, innovations and direction.
She highlighted recent milestones including the Ilera N’tiwa Cooperative, Ilera Eko Academy, Ilera Eko Telemedicine Service and Ilera Eko Spotlight Online Radio—Nigeria’s first health insurance online radio station.
Executive Secretary of the Lagos State Office of Diaspora Affairs, Jermaine Sanwo-Olu, commended LASHMA for pioneering Diaspora-focused health coverage, noting that the new plans address the needs of more than 17 million Nigerians living abroad.
Permanent Secretary, Ministry of Information and Strategy, Olanrewaju Bajulaiye, also lauded the agency’s leadership in making healthcare accessible and affordable to families across the state.
