Trump has periodically suggested that the Cuban government, beset by a deepening economic crisis, is nearing collapse, and he has not ruled out a range of possible responses.

In recent weeks, his administration has engaged in talks with some Cuban officials, and Trump himself has left open the possibility that more forceful measures could follow.
“I built this great military,” Trump said at the event. “I said, ‘You’ll never have to use it.’ But sometimes you have to use it. And Cuba is next, by the way.” He later added, half in jest, “But pretend I didn’t say that.”

Cuba’s president, Miguel Díaz‑Canel, has publicly acknowledged dialogue with Washington aimed at preventing military conflict, with the island’s strained economy worsened by disruptions to oil imports that it once received from Venezuela.
Venezuela’s new government, under pressure from the United States, has halted those shipments since the U.S. operation that ousted Nicolás Maduro in January, depriving Cuba of a vital energy source for electricity and transportation.
Earlier this month, Trump also suggested Cuba might face a “friendly takeover”, but said it “may not be a friendly takeover,” hinting at ambiguous intentions regarding the island’s future.
