The implementation of the Hope for Quality Basic Education for All (HOPE-EDU) programme is already yielding positive results in Lagos State, with pupils in public primary schools now enjoying improved access to learning materials and enhanced educational opportunities.
Eko Hot Blog gathers that HOPE-EDU, a $552 million World Bank-supported initiative, is designed to transform foundational learning across Nigeria and improve the quality of basic education for millions of children. The programme aims to reach over 29 million pupils nationwide, construct 13,000 classrooms, and provide training and support for about 500,000 teachers.
In Lagos State, the successful implementation of the programme has been driven through the Lagos State Universal Basic Education Board (LASUBEB) under the leadership of its Chairman, Hon. Hakeem Babatunde Shittu.
The initiative adopts a performance-based funding model, under which participating states receive financial support upon achieving clearly defined educational targets, including improvements in literacy levels, increased school enrollment, and the return of out-of-school children to classrooms.
One of the major objectives of the programme is to reduce the number of out-of-school children by providing access to non-formal basic education for children between the ages of five and fourteen. Nationally, the programme targets the enrollment of more than 1.5 million out-of-school children.
The programme also focuses on teacher development through structured training programmes, mentorship, and continuous professional support aimed at improving classroom delivery and learning outcomes.
Across public primary schools, millions of learners are expected to benefit from improved instructional materials, school grants, and enhanced learning environments. Special attention is also being given to vulnerable groups, including girls, children living with disabilities, and underserved communities.
At the grassroots level, Lagos State continues to work closely with the Universal Basic Education Commission (UBEC) and the World Bank to ensure effective implementation of the programme and maximum impact on learners.
As part of the benefits already being enjoyed by pupils in Lagos State, essential learning materials, including Mathematics and English Language textbooks, are now being provided free of charge in public primary schools, easing the burden on parents and improving access to quality education.
Education stakeholders have described the initiative as a significant step toward strengthening foundational learning and equipping young learners with the knowledge and skills needed for future success.
The HOPE-EDU programme is expected to further reinforce Lagos State’s commitment to delivering quality, inclusive, and accessible basic education for every child.
