To qualify, citizens must present their National Identification Number (NIN), a valid ID card, and an ATM card for both registration and payment. Once these steps are completed, beneficiaries will undergo an additional verification process conducted by government officials before receiving their rice.
In Abuja, individuals are directed to the Nigeria Agricultural Insurance Corporation (NAIC) with the required documents. After payment and verification, they can collect their 50kg bag of milled rice at the Central Business Area, near the First Bank Branch by NNPC Towers.

Senator Abubakar Kyari, Minister of Agriculture and Food Security, acknowledged the difficulties in distributing such a critical food item during this period. He assured the public that the Federal Government has implemented a multi-disciplinary system to ensure the process is transparent, reaches a wide audience, and is successful.
To prevent fraud, Kyari emphasized that distribution would be limited to one bag of rice per person, with identity verification methods such as the NIN and phone numbers in place.
He expressed confidence that the addition of 30,000 metric tons of rice (equivalent to 1,000 trucks, each carrying 30 metric tons) into the national food supply will help lower rice prices and positively affect related food items.
Rice distribution will take place across all states, but beneficiaries must have the required documentation to make a purchase.
