The Nigerian Senate Committee on the Review of the 1999 Constitution has announced a two-day zonal public hearing across the six geo-political zones, scheduled for July 4 and 5, 2025.

EKO HOT BLOG reports that the hearings, aimed at gathering public input on key constitutional reforms, will be held simultaneously in Lagos (South West), Enugu (South East), Ikot Ekpene (South South), Jos (North Central), Maiduguri (North East), and Kano (North West).
According to Senator Barau Jibrin, Deputy Senate President and Chair of the committee, the sessions will entertain over 50 proposed amendments. These span critical areas such as local government autonomy, gender equity, judicial reform, state policing, and fiscal governance.
At the forefront are two significant bills proposing full autonomy for Nigeria’s 774 local governments. One seeks constitutional recognition of local councils as a separate tier of government, while the other recommends an independent electoral body to manage local elections, potentially freeing councils from state control.
Also under review are 31 proposals for new state creation — with seven from the North East alone — and bills to establish state police, enforce budget submission timelines, and reform revenue allocation through the Revenue Mobilisation, Allocation and Fiscal Commission.
Gender representation is also a key agenda, with proposed legislation to create additional seats for women in both federal and state legislatures. Further reforms include enabling diaspora voting, allowing independent candidates, and formally recognising traditional rulers at all levels.

Barau described the exercise as a vital democratic process: “This is more than a legal reform — it’s about citizens shaping the constitution that governs them.”
