Hon. (Engr.) Abdullahi Sesan Olowa, Executive Chairman of Ibeju-Lekki Local Government, on 9th December 2025 officially presented the 2026 Budget, themed Budget of Renewed and Resilient Development, at the Legislative Council Chamber in a landmark event attended by traditional rulers, chiefs, community leaders, stakeholders, and legislators.
The presentation marked a significant milestone in the local government’s pursuit of strategic growth, inclusive governance, and sustainable development.
Hon. Olayinka Mojeed Oluwafemi, Leader of the 10th Legislative Council, delivered a warm welcome address during the presentation of the 2026 Budget by the Executive Chairman of Ibeju-Lekki Local Government, Hon. (Engr.) Abdullahi Sesan Olowa, on 9th December 2025.

He emphasized that the 2026 Budget, themed Budget of Renewed and Resilient Development, aligns with the SHIEELD Agenda and Lagos State’s T.H.E.M.E.S.+ Agenda, focusing on infrastructure development, enhanced security, improved health services, strengthened education, social welfare, and inclusive governance.
Hon. Oluwafemi also commended the Chairman for supporting legislative efficiency and promoting participatory budgeting, adding that “our duty is to uphold prudence, transparency, and accountability as we review this Appropriation Bill.”
He concluded by inviting the Chairman to present the budget formally, expressing hope for greater prosperity in Ibeju-Lekki.
Presenting the 2026 Appropriation Bill, Chairman Abdullahi Sesan Olowa described the budget as “a strategic roadmap designed for the future of a rapidly growing Ibeju-Lekki.”
He highlighted the transformation of the region into one of Lagos State’s fastest-growing corridors, stressing the need for stronger infrastructure, improved services, and enhanced security.
He reviewed the achievements of 2025, including PHC upgrades at Solu Alade and Arapagi, rehabilitation of public schools, the construction of the Lakowe–Losoro Link Road, Conditional Cash Transfers to 4,000 beneficiaries, and strengthened environmental management operations.
He proposed a total budget size of ₦15,172,250,000, structured around the SHIEELD pillars: Security, Health, Infrastructure, Education, Environmental Sustainability, Local Economy, and Digital Governance.
Major allocations include ₦5.53bn for Security & Public Services, ₦3.77bn for Infrastructure, ₦1.31bn for Education, ₦770m for Health, ₦730m for Environmental Sustainability, ₦460m for the Local Economy, and ₦2.6bn for Digital Governance & Civic Participation.
The Head of Planning and Budgeting, Mrs. Senami Oluwakemi Avose, described the 2026 budget as groundbreaking, stating that “this is the first time our budget will be funded heavily with our IGR, which is over ₦1.4 billion, and this is rare within Lagos and other states.”
She explained that several innovations have been introduced to strengthen revenue operations, noting that “aside from what is coming from the Federal Government, we are also making efforts to fund our projects.”
She further emphasized security as a priority, adding that “the Chairman is partnering with different agencies and will be equipping and training them to better detect and apprehend criminals.”
The event also had in attendance traditional rulers, chiefs, community leaders, and other key stakeholders who came to show their support and witness the unveiling of the landmark financial plan for the year 2026.
Chairman Olowa reaffirmed the administration’s commitment to transparency and accountability, assuring residents that the 2026 budget is designed to prepare Ibeju-Lekki for sustainable growth and long-term resilience.
