As part of its effort to reform the public sector, the Lagos State Government has announced the full implementation of its competency framework across all ministries, departments, and agencies.
Eko Hot Blog reports that the government stated that the framework has moved beyond the initial trial stage and is now a standardized human resource tool used throughout the public service to improve service delivery, support talent development, and guide workforce planning.

In a statement issued on Tuesday, the Commissioner for Establishments and Training, Afolabi Ayantayo, shared this update during a meeting with representatives from Kinder Consulting Limited.
He confirmed that the competency framework now serves as the foundation for all personnel related decisions within the state’s administrative structure.
“We have entrenched the competency framework as a standard across the state’s public service. From recruitment to promotions, from deployment to training, this system ensures we are matching the right people to the right roles based on evidence, not assumptions,” said the commissioner.
Ayantayo explained that the framework was recently utilized during the selection process for the Public Private Sector Exchange Programme. This application ensured that only officers who met clearly defined, role specific competencies were shortlisted for secondment opportunities in private sector organizations.
Also speaking, the Permanent Secretary of the ministry, Olubusola Abidakun, described the full integration of the framework as a major step forward in improving workforce efficiency.

“It has introduced a clear, standardised structure for assessing officers’ suitability and identifying development needs. MDAs are now more intentional about capacity building, as the required competencies for optimal performance are clearly defined,” she said.
She added that technical officers throughout the civil service are currently receiving training on how to apply the framework in practice.
In addition, monitoring systems have been put in place to ensure its proper use and long term sustainability.
Commenting on the initiative, Patricia Akinlotan, Executive Director of Kinder Consulting and Lead Consultant on the Competency Framework Project, praised Lagos State as a leader in public sector innovation.
“Lagos is leading by example. With the full institutionalisation of this framework, the state government has moved from policy rhetoric to implementation, aligning people, processes and performance,” she said.
Akinlotan explained that the framework was designed to meet international best practices while being customized to suit the unique needs of the Lagos State civil service.
The government emphasized that the competency framework is a key component of its broader civil service reform agenda.
The initiative aims to develop a professional, ethical, and high performing workforce capable of effectively supporting the administration’s development goals.
