The deliberations are structured to promote collaboration, eliminate duplication of efforts, and strengthen accountability across all sectors.
The initiative follows the directive of the Executive Chairman, Engr. Rasaki Bamidele Kasali (MNSE, MNATE), who has consistently maintained that proper planning is the backbone of sustainable development.
His administration has placed strong emphasis on data accuracy, fiscal discipline, and transparent allocation of resources, ensuring that every naira is directed toward initiatives that provide measurable impact.
Addressing participants, Engr. Kasali reiterated the importance of evidence-based budgeting, stressing that the era of assumptions has no place in modern local governance.
According to him, “Our budget must reflect real needs, real data, and real solutions that will improve the quality of life for our people.”
He urged every department to present proposals that are practical, achievable, and aligned with the LCDA’s long-term goals in infrastructure development, education, primary healthcare services, environmental management, and security enhancement.
He added that these sectors form the bedrock of community wellbeing and must receive focused attention in the 2026 fiscal plan.
In emphasizing accountability, the Chairman further stated, “We cannot afford assumptions or guesswork. Every proposal must be backed by facts and must contribute to the overall vision of a more prosperous Lekki LCDA.”
He encouraged officers to work collaboratively, noting that a well-coordinated budget strengthens public trust and accelerates service delivery.
The retreat, which continues through the week, will feature technical sessions, budget reviews, harmonization meetings, and strategic planning discussions.
By the end of the exercise, the LCDA aims to produce a budget framework that promotes growth, efficiency, and equitable development across all communities under its jurisdiction.
