The Foundation for Peace Professionals (PeacePro) has condemned the United States’ plan to conduct airstrikes against terrorist targets in Africa, warning that such foreign interventions have historically worsened conflicts rather than resolved them.
Eko Hot Blog reports that this response follows a statement by Gen. James Hecker, Commander of U.S. Air Forces in Europe and Africa (USAFE-AFAFRICA), at the 2025 African Air Chiefs’ Symposium in Lusaka, Zambia.

Hecker reaffirmed the U.S. military’s commitment to targeting terrorist groups like ISIS in Africa, arguing that these operations are necessary for both African and U.S. security.
PeacePro strongly rejected this stance, insisting that African nations should handle their own security challenges without external military involvement.
In a statement issued in Ilorin over the weekend, PeacePro’s Executive Director, Abdulrazaq Hamzat, denounced foreign military actions in Africa as counterproductive.
“The U.S. military’s interventions in Libya, Somalia, the Sahel, and other regions have shown that airstrikes often escalate conflicts, cause civilian casualties, and create long-term instability,” Hamzat said.

He pointed to past U.S. and Western military actions in Africa that resulted in increased violence. He cited NATO’s intervention in Libya, which led to the fall of Muammar Gaddafi but left the country in chaos, fostering terrorist activity. Similarly, despite years of U.S. drone strikes, Al-Shabaab continues to thrive in Somalia.
Rather than foreign intervention, PeacePro advocates for African-led security strategies. The organization urged African institutions like the African Union (AU) and ECOWAS to take a stronger role in regional security by:
- Strengthening local intelligence networks and counterterrorism cooperation.
- Addressing the root causes of terrorism, such as poverty, poor governance, and radicalization.
- Enhancing regional security initiatives like the Multinational Joint Task Force (MNJTF), which has weakened Boko Haram.
Hamzat warned African governments against allowing their territories to be used as bases for foreign military operations under the guise of counterterrorism.

“If African nations allow external forces to dictate their security policies, we risk becoming battlegrounds for global power struggles,” he warned.
As part of its Africa Demilitarization Campaign, PeacePro is calling on African leaders to reject foreign intervention and focus on diplomatic, intelligence-driven, and economic solutions to security challenges.
