The Federal Government has announced plans to reposition the National Institute for Policy and Strategic Studies (NIPSS) as a digitally driven, financially stable and globally recognised centre of excellence by 2030.
Eko Hot Blog reports that the Vice President Kashim Shettima disclosed this on Saturday while representing President Bola Tinubu at the graduation ceremony of participants of Senior Executive Course (SEC) 47 at NIPSS, Kuru, Plateau State.

Shettima said the reform agenda for the institute goes beyond infrastructure development and funding, stressing that NIPSS research must translate into actionable policies that directly influence governance and national development.
According to him, NIPSS remains Nigeria’s most strategic institution for grooming thinkers, reformers and innovators, with the Senior Executive Course serving as a deliberate investment in the country’s future leadership.
“President Bola Ahmed Tinubu has been unequivocal in his commitment to supporting NIPSS in its transformation agenda, particularly its ambition to become a digitally driven, financially stable and globally recognised centre of excellence by 2030,” Shettima said.
He noted that government support must deliver measurable outcomes, adding that policy papers produced by the institute should be implementation-ready and fully integrated into national decision-making frameworks.
The Vice President described the theme of SEC 47, Blue Economy and Sustainable Development in Nigeria, as timely, noting that it reflects the interconnection between economic growth, environmental stewardship, security and social inclusion.

He commended the graduands for their research on Nigeria’s maritime domain, saying effective management of waterways has implications for livelihoods, food security, environmental protection and national cohesion.
“When young people have productive work, when communities trust the state and when institutions coordinate effectively, insecurity loses its oxygen,” Shettima said.
He further disclosed that he had directed relevant ministries, departments and agencies to give serious attention to the graduands’ recommendations, both for immediate application and long-term strategic planning.
Shettima also praised the Director-General of NIPSS, Prof. Ayo Omotayo, the institute’s management and staff for their dedication, as well as Plateau State Governor Caleb Mutfwang and the people of the state for sustaining a peaceful environment that allows the institute to thrive.
Earlier, Governor Mutfwang commended the Federal Government for its continued support to NIPSS, noting that Nigeria stands to benefit significantly from the institute’s policy research, especially in strengthening governance and addressing security challenges.
Chairman of the NIPSS Board, Senator Ken Nnamani, urged authorities at all levels to adopt policy recommendations from research institutions, noting that viable solutions to national challenges already exist in such reports.
In his welcome address, Prof. Omotayo highlighted achievements under the institute’s five-year strategic plan, including collaborative research with international partners on crisis anticipation and adaptive governance.
President of the NIPSS Alumni Association, Ambassador Emmanuel Okafor, thanked the Vice President for his support, while the Monitor-General of SEC 47, Col. Mukhtar Sani Daroda, said the programme had prepared participants for leadership responsibilities across sectors.
The event featured the presentation of certificates, induction of graduates into the NIPSS Alumni Association, and the inauguration of housing units donated to the institute by SEC 47 participants.
Meanwhile, Shettima also interacted with strawberry farmers in Plateau State, reiterating the Tinubu administration’s commitment to strengthening agricultural value chains and boosting fruit production in the state.
