The 14.7-kilometer expressway, which had been in poor condition for many years, was reconstructed into a modern highway equipped with state-of-the-art facilities, including toll booths, under the administration of Governor Dapo Abiodun.
In an official statement issued on Wednesday, 26th of February, Hon. Dapo Oduwole, Director-General of the Office of Public-Private Partnerships, explained that although the expressway was developed through a public-private partnership arrangement, tolling was delayed as a gesture of goodwill from Governor Abiodun to ease the financial burden on commuters.
Oduwole noted that the expressway serves as a critical economic link between Lagos, Nigeria’s commercial hub, and Ogun State. He emphasized that the road’s strategic importance necessitated its timely completion to boost economic activities in the region.
“Governor Dapo Abiodun recognized the significant role of the Epe-Mojoda-Ijebu-Ode Expressway in enhancing Ogun State’s microeconomy. Consequently, the state government adopted a public-private partnership model for the road’s management and toll collection. To provide relief to road users, tolling operations were deliberately delayed since its opening in 2021,” Oduwole stated.

He added that while prioritizing public interest, the government also considered the economic stakes of investors, leading to the decision to initiate tolling after nearly four years of free usage.
The Director-General further revealed that certain categories of vehicles are exempt from toll payments.
These include emergency response vehicles such as ambulances, fire service vehicles, and patrol units, as well as Ogun State Government official vehicles and other vehicles specified by the state government.

“We appeal to all road users to comply with the tolling regulations as strict enforcement measures will be implemented to ensure full compliance,” Oduwole warned.
The Ogun State Government reiterated its commitment to maintaining high standards of safety and quality on the expressway while fostering economic growth and efficient transportation between Lagos and Ogun State.
