Lagos State has maintained its position as Nigeria’s leading sub-national revenue generator, topping the 2024 Internally Generated Revenue (IGR) ranking released by the National Bureau of Statistics (NBS), Eko Hot Blog reports.
According to the Internally Generated Revenue at State Level 2024 report, published on Monday via the NBS X handle, the 36 states and the Federal Capital Territory (FCT) collectively generated ₦3.6 trillion in IGR for 2024, a 49.7 per cent increase from ₦2.43 trillion recorded in 2023.

The data shows Lagos alone generated roughly one-third of Nigeria’s total IGR for 2024, more than the combined total of 20 other states at the bottom of the list.
The NBS explained that state IGR is derived from two main sources: Tax Revenue and Ministries, Departments and Agencies (MDAs) Revenue.
Tax revenue includes PAYE, Direct Assessment, Road Taxes, Stamp Duties, Capital Gains Tax, Withholding Taxes, Other Taxes, and Local Government revenues.

The report revealed that PAYE (Pay-As-You-Earn) contributed the largest share of total tax collections at ₦1.86 trillion, representing 69.84 per cent of total taxes, while Capital Gains Tax was the lowest at ₦10.57 billion.
The latest figures highlight continuing disparities in sub-national revenue generation capacity, with economic heavyweights like Lagos, Rivers, and Ogun outperforming less industrialised states by wide margins.
