Marwa was first appointed to lead the NDLEA in January 2021 by former President Muhammadu Buhari, after previously serving as Chairman of the Presidential Advisory Committee for the Elimination of Drug Abuse between 2018 and 2020.

A former military governor of Lagos and Borno States, Marwa is a graduate of the Nigerian Military School and the Nigerian Defence Academy.
He was commissioned as a Second Lieutenant in 1973 and went on to serve in several strategic roles, including Brigade Major of the 23 Armoured Brigade, Aide-de-Camp to the then Chief of Army Staff, Lieutenant-General Theophilus Danjuma, and Registrar of the Nigerian Defence Academy.
His service record also includes diplomatic postings as Deputy Defence Adviser at the Nigerian Embassy in Washington, D.C., and Defence Adviser to Nigeria’s Permanent Mission to the United Nations.
Marwa holds two postgraduate degrees: a Master of Public and International Affairs from the University of Pittsburgh and a Master of Public Administration from Harvard University.

Under his leadership, the NDLEA has achieved significant milestones, including the arrest of more than 73,000 drug traffickers and dealers, as well as the seizure of over 15 million kilogrammes of illicit substances. The agency has also intensified nationwide advocacy campaigns against drug abuse.
President Tinubu, while congratulating him on the renewed mandate, described the reappointment as a recognition of his commitment to combating drug trafficking.
He urged Marwa to remain steadfast in the ongoing fight to protect Nigerians, especially the youth, from the dangers of hard drugs.
