Governor Babajide Sanwo-Olu has signed a Memorandum of Understanding (MoU) with Climate Group, formally admitting Lagos State into the Under2 Coalition, the world’s largest network of states and regions committed to achieving net-zero emissions and building climate-resilient economies.
Eko Hot Blog reports that the agreement was signed on Monday in London during the London Climate Action Week 2026, further positioning Lagos as a key player in global climate leadership and reaffirming its commitment to sustainable development, economic growth and environmental resilience.

Convened by Climate Group, the Under2 Coalition comprises more than 180 states and regions representing over half of the global economy. The coalition provides a platform for subnational governments to collaborate, exchange best practices and accelerate efforts toward achieving net-zero emissions and climate resilience.

The state government explained that the MoU is a non-binding agreement intended to align Lagos State’s climate ambitions with global efforts while fostering cooperation with governments pursuing similar environmental goals.
Speaking after the signing, Governor Sanwo-Olu said Lagos was determined to demonstrate that climate action and economic growth can be pursued simultaneously.
“Cities and regions are increasingly at the forefront of climate action. Joining the Under2 Coalition strengthens Lagos State’s commitment to building a resilient, low-carbon future while deepening collaboration with leading governments around the world,” he said.
“As Africa’s economic and commercial hub, Lagos is determined to show that climate action and economic growth can go hand in hand, delivering tangible benefits for people, communities and future generations.”
The Governor’s Special Adviser on Climate Change and Circular Economy, Mrs. Titilayo Oshodi, said Lagos was moving beyond policy aspirations to practical implementation through its State-Determined Contributions framework and broader climate initiatives.
She noted that membership of the coalition would provide opportunities for stronger partnerships, knowledge sharing and greater visibility for the state’s climate programmes.
Officials of the Under2 Coalition welcomed Lagos into the network, describing the state as one of Africa’s leading subnational governments with significant potential to influence climate action on the continent.
The coalition said Lagos’ admission would strengthen global efforts to advance a net-zero and climate-resilient future.

The Governor attended the summit alongside the Commissioner for Environment and Water Resources, Tokunbo Wahab; Commissioner for Economic Planning and Budget, Ope George; Special Adviser on Sustainable Development Goals, Dr. Oreoluwa Finnih; and Special Adviser on Public-Private Partnerships, Mrs. Bukola Odoe.
