President Bola Tinubu has appointed his Chief of Staff, Femi Gbajabiamila, as Chairman of the Presidential Working Group on the National Policing Bill, a committee established to prepare the legal framework for the implementation of state police across Nigeria.

EKO HOT BLOG reports that the committee was inaugurated on Tuesday at the Presidential Villa in Abuja. Representing the President at the event, Gbajabiamila said the proposed legislation would provide the operational framework for the dual policing system envisioned under the ongoing constitutional amendment.
According to Tinubu, while the Constitution Amendment Bill creates the legal basis for state police, the National Policing Bill will set out the practical mechanisms for implementing the system nationwide.
“The Constitution Amendment Bill establishes the framework for dual policing, but it does not operationalise it. That work is left to the National Policing Bill,” the President said.
Tinubu explained that the proposed legislation would cover key areas, including minimum policing standards, certification of states’ readiness, coordination between federal and state police authorities, accountability mechanisms, human rights safeguards and fiscal conditions for implementation.
“The proposed National Policing Bill will include provisions on minimum policing standards, state readiness certification, federal-state coordination, accountability, human rights safeguards and fiscal conditions,” he said.
The President said the working group had been mandated to prepare a technically sound and implementation-ready draft of the National Policing Bill for submission to the National Assembly immediately after the constitutional amendment process.
He added that the committee would also identify and recommend other legal instruments required to ensure the smooth implementation of the proposed dual policing system.

“The Working Group has been constituted to produce a technically robust, implementation-ready draft National Policing Bill for transmission to the National Assembly.
“We must not wait until the constitutional process is concluded before beginning this important assignment,” Tinubu stated.
The committee comprises the Attorney-General of the Federation, the National Security Adviser, the Inspector-General of Police, the President of the Nigerian Bar Association, the Chairman of the Nigeria Governors’ Forum, the Chairman of the NGF Committee on State Police, as well as a secretariat established to support its work.
