Rivers State Governor, Siminalayi Fubara, has urged governments at all levels to sustain investments in public service reforms, capacity building and digital transformation to improve governance across the country.
Eko Hot Blog gathered that Fubara made the call on Thursday while declaring open the 48th Meeting of the National Council on Establishments in Port Harcourt. The event was attended by the Head of the Civil Service of the Federation and the Heads of Service from the 36 states and the Federal Capital Territory.

The governor said the evolving demands of the modern world require a public service that is efficient, technology-driven, accountable and capable of responding quickly to emerging challenges.
According to him, public institutions should not only adjust to change but also lead it by promoting policies that reward competence, innovation, integrity and outstanding performance.
He described the civil service as the backbone of government, noting that it plays a critical role in implementing policies, delivering public services and driving national development.
Fubara stressed that an effective and motivated workforce is essential for achieving sustainable development, adding that the quality of governance is largely determined by the strength of the public service.
He urged members of the National Council on Establishments to ensure their deliberations produce practical and forward-looking recommendations that will strengthen institutions, enhance transparency, improve professionalism and boost productivity across the public sector.
Highlighting his administration’s efforts in Rivers State, the governor said his government has continued to prioritise the welfare and professional growth of civil servants through improved working conditions and timely payment of entitlements.
He noted that the state pays a minimum wage above the nationally approved benchmark while maintaining prompt payment of salaries, pensions, gratuities and Christmas bonuses. He also said regular staff promotions have been restored to recognise dedication and years of service.
Fubara further disclosed that work is nearing completion on the renovation and modernisation of the State Secretariat Complex, which he said will provide civil servants with a safer and technology-enabled work environment.
The governor commended the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, for spearheading reforms aimed at improving professionalism, innovation and performance within the Federal Civil Service.
He expressed confidence that resolutions from the council’s 48th meeting would strengthen public service administration, improve career development systems and enhance governance across Nigeria.
