The 2026/2027 football season in England will feature major rule changes aimed at reducing time wasting, limiting tactical stoppages and keeping the ball in play for longer.

EKO HOT BLOG reports that the changes will apply across English football, from the Premier League to grassroots level, with VAR changes limited to competitions that use the technology.

Five second countdown for restarts

Referees will have greater powers to stop players from delaying goal kicks and throw ins.

When deliberate time wasting is identified, referees will begin a five second countdown. Failure to restart play within that period will result in the opposition being awarded the throw in.

Goalkeepers who take too long over goal kicks could also see a corner awarded against their team instead of receiving a booking.

Substitutions limited to 10 seconds

Players being substituted will have 10 seconds to leave the pitch at the nearest point.

If they take longer, the incoming substitute must wait at least one minute before entering, leaving the team temporarily with 10 players.

Middlesbrough striker Will Lankshear became the first player punished under the rule during a Carabao Cup match against Wrexham.

Injured players must leave for one minute

Players who receive treatment after a referee stops play for an injury must now remain off the pitch for one minute.

The rule is designed to prevent injuries from being used to disrupt an opponent’s momentum.

Exceptions will apply, including some situations involving fouls, bleeding and natural stoppages.

Goalkeeper injury stoppages face new restrictions

Goalkeeper injury stoppages used for tactical discussions will also face stricter rules.

If a goalkeeper receives treatment, the coach must nominate an outfield player to leave the pitch for one minute.

The coach has 10 seconds to make the decision before the captain is required to choose the player.

Goal kick handball rule clarified

A goal kick will now be considered taken as soon as the goalkeeper or defender kicks the ball.

If a defender handles it inside the penalty area, a penalty will be awarded. If the goalkeeper handles it, an indirect free kick will be given for a backpass.

VAR powers expanded

VAR will gain new powers to review a second yellow card when it may have resulted from a clear error.

VAR will also be able to review certain attacking fouls committed before the ball is in play if they directly lead to a goal, penalty or disciplinary action.

It will also intervene in clear cases of mistaken identity.
