The Federal Government has approved a significant upward adjustment in hazard allowances, leadership responsibility packages, and field supervision stipends for non-teaching staff across all federal universities nationwide.

The directive formalizes an agreement reached between federal negotiators and leadership of the Non-Academic Staff Union of Educational and Associated Institutions (NASU) on June 29, 2026, with financial benefits taking effect retrospectively from January 1, 2026.

Key highlights of the new allowance structure include:
Laboratory and Studio Hazard Allowance: Senior staff on CONTISS 6–15 will see annual hazard compensation rise from ₦360,000 to ₦486,000 (an increase of ₦126,000). Junior staff on CONTISS 1–5 will receive ₦243,000 annually, up from ₦180,000.
Responsibility Allowance: Registrars and Bursars will now earn ₦840,000 annually (₦70,000 monthly). Directors receive a newly approved ₦600,000 annually (₦50,000 monthly), while Deputy Registrars and Deputy Directors get ₦480,000 annually (₦40,000 monthly). Heads of Department see their allowance increased to ₦360,000 annually.
Protective Wear & Fieldwork: The government introduced a brand-new Uniform and Protective Wear Allowance of ₦80,000 annually for laboratory and workshop personnel across all CONTISS ranks. Field trip and industrial supervision allowances were also raised across the board.
The circular also clarified that high-risk hazard coverage will continue to be administered under the framework of the Employees’ Compensation Act 2010 rather than flat annual payouts.
Additionally, the government directed the immediate phase-out of the Excess Workload Allowance, maintaining the existing rate of ₦3,500 per hour for eligible senior personnel until its final elimination.
This development addresses long-standing welfare grievances from university-based unions, who had argued that earned allowance rates established under the historic 2009 agreements had become severely degraded by inflation and macroeconomic shifts.
By finalizing the agreement, federal authorities aim to bolster workforce morale and ensure uninterrupted industrial harmony across the country’s tertiary education sector.
