Sanwo-Olu emphasized that human capital development is central to the THEMES Plus Agenda, noting that government policies can only translate into tangible results when civil servants are equipped with the right mindset and tools.
According to him, “Over the years, our administration has remained resolute in its commitment to strengthening the public service, the backbone of government operations and the engine of policy execution.
We understand that to truly achieve the bold goals of our THEMES Plus Agenda, we must invest deliberately in the capacity, mindset, and effectiveness of the people who turn policy into tangible results for the citizens of Lagos.”
He added that the PSAP was designed to shape a future-ready public service and prepare officers to tackle 21st-century challenges with innovation and accountability.
“This initiative reminds us that excellence in service delivery is a continuous journey that must be nurtured, institutionalised, and passed down through generations of public servants,” he said.
In his goodwill message, Chairman of the House Committee on Establishments, Training, Pensions and Public Service, Hon. Oladele Ajayi, praised the programme as a reinforcement of the THEMES Plus Agenda.

“By deliberately investing in the next generation of public servants, particularly those on Grade Levels 12-14, the State is ensuring that the values of diligence, innovation, accountability, and service delivery remain enduring legacies,” he noted.
Commissioner for Establishments and Training, Mr. Afolabi Ayantayo, described the programme as a transformative journey.
“Over the past three months, the PSAP has provided an intensive and enriching experience, equipping officers with leadership, innovation, and financial literacy skills while cascading their knowledge to over 500 colleagues across 20 MDAs,” he stated.
Delivering a lecture, Director-General of the National Institute for Policy and Strategic Studies (NIPSS), Mr. Ayo Omotayo, stressed the importance of institutionalising excellence in public service.
“Excellence in public service must be institutionalized, not episodic. Middle-level officers at Grade Levels 12 to 14 remain the backbone of governance, interpreting policy directives, mentoring younger officers, and ensuring continuity,” he said.
Governor Sanwo-Olu reaffirmed his administration’s commitment to supporting PSAP and similar initiatives that promote innovation, accountability, and excellence in the state’s civil service.
