Lagos State has been named Nigeria’s best-performing state in climate governance for the second consecutive year, according to the 2025 Subnational Climate Governance Performance Rating and Ranking (SCGPRR).
Eko Hot Blog reports that the state scored 315 out of 360 in the assessment, which evaluates how subnational governments are tackling climate challenges through policy, planning, and implementation.

Released on 14 October 2025, the report assessed all 36 states based on key indicators including climate policy formulation, institutional coordination, adaptation and mitigation strategies, and citizen participation.
Lagos’ sustained performance reflects its strong commitment to integrating climate resilience into urban development and governance. The Lagos Climate Action Plan, launched in 2021, continues to drive major environmental initiatives such as renewable energy expansion, waste management reforms, improved drainage systems, and coastal protection against sea-level rise.
The state has also invested in electric buses to reduce carbon emissions and partnered with the private sector to scale up solar power projects.

Reacting to the recognition, the Commissioner for the Environment and Water Resources, Tokunbo Wahab, described the achievement as a testament to years of consistent policy direction and public engagement.
“This achievement is not just about numbers. It reflects years of deliberate work, strong policies, and the collective effort of every stakeholder our agencies, partners, and the people of Lagos in advancing climate action,” Wahab said.
“Our goal remains the same: to keep Lagos at the forefront of environmental sustainability and climate resilience. We will continue to lead by example for Nigeria, for Africa, and for the planet. Lagos leads. Nigeria benefits. The planet wins.”
Officials noted that Lagos’ continued recognition reinforces its role as a national model for subnational climate action. The state government plans to further expand green infrastructure, strengthen local capacities, and deepen community participation in environmental governance.
The SCGPRR report highlighted that Lagos’ coordinated approach and cross-sectoral partnerships have built a strong foundation for long-term climate resilience across the state.
