Efforts to strengthen security and safety in Lagos State received a major boost on Monday as Governor Babajide Sanwo-Olu performed the groundbreaking ceremony for the construction of a multi storey operational headquarters for the Lagos State Security Trust Fund (LSSTF).
Eko Hot Blog reports that the project, located along Assfibi Road, Alausa, will serve as the first permanent office of the agency since its establishment in 2007. The new complex is expected to be completed by October 2026.

The construction is being fully funded by frontline businessman and philanthropist, Sir Adebukunola Adebutu Kessington, who single handedly took up the responsibility as a donation to the state.
Speaking at the event, Governor Sanwo-Olu described LSSTF as a strategic institution in the state’s security architecture, noting that it had operated from rented facilities for over 17 years.
According to the Governor, the absence of a permanent office had long underscored the need for a befitting headquarters that would enhance the agency’s efficiency and professionalism.
“LSSTF has been operating from a rented facility in the last 17 years, which has necessitated the need to build and deliver a permanent office from where the agency will operate. This will enable LSSTF to discharge its statutory obligations with utmost professionalism and integrity,” Sanwo-Olu said.
He added that the completion of the project would significantly improve the quality of security support provided to security agencies across the state, describing the Fund as one of the enduring legacies of Lagos.

Sanwo-Olu commended Sir Kessington for his philanthropic gesture, describing it as a demonstration of patriotism and commitment to public safety. He noted that the donation had lifted a major financial burden off the government and eliminated bureaucratic delays that could have stalled the project.
“This project will outlive all of us. One man that God has used to kick off this journey of a permanent office is Sir Adebutu Kessington. He has taken the burden of bureaucracy away to ensure that security operations in Lagos are not undermined,” the Governor said.
Earlier, LSSTF Executive Secretary, Dr Ayodele Ogunsan, said the groundbreaking marked the beginning of the realisation of his vision to reposition the Fund through improved infrastructure and operational capacity.
Ogunsan said one of his priorities upon assuming office was to move the agency into a permanent headquarters befitting its mandate and responsibilities.
“Our benefactor, Sir Kessington Adebutu, immediately embraced this vision and graciously agreed to solely undertake the construction of this office complex as a donation to the Fund. This singular act of generosity is both humbling and inspiring,” he said.
He added that the facility would enhance LSSTF’s institutional capacity, operational efficiency and coordination with security partners. Ogunsan disclosed that the building would be named after Sir Kessington in recognition of his contribution to public safety.
In his remarks, Sir Kessington described the project as a “call to duty,” stressing that the intervention was aimed at supporting government efforts to protect lives and property.
Describing Lagos as the pulsating heart of Nigeria’s commerce and enterprise, the nonagenarian philanthropist said the building would stand as a symbol of collective responsibility, shared safety and the pursuit of peace.
“Through this landmark intervention, we take a decisive step towards safeguarding our people, securing our markets, and ensuring that Lagos remains a sanctuary of peace, stability and opportunity for all,” he said.
