President Bola Tinubu has declared a state of emergency in Nigeria’s security training institutions, citing their outdated condition and the urgent need for modernisation.
Tinubu expressed concern that many of the nation’s security training facilities, including those of the Nigeria Police Force (NPF), the Nigeria Security and Civil Defence Corps (NSCDC), and other internal security agencies, no longer meet modern operational standards required for effective service delivery.

His position was disclosed by the Enugu State Governor, Peter Mbah, who chairs the National Economic Council (NEC) ad-hoc Committee on the Overhaul of Security Training Institutions. Mbah made the revelation during an inspection of facilities in Lagos alongside Ogun State Governor Dapo Abiodun, former Inspector General of Police Alkali Usman Baba, and Assistant Inspector General of Police Olatunji Disu, head of the Special Protection Unit (SPU).
Mbah said the committee has 30 days to compile and submit a comprehensive report to the National Economic Council for further action. He noted that the President’s directive followed a review at the last NEC meeting on October 23, 2025, where Tinubu stressed the need for immediate reforms to strengthen internal security architecture.
According to Mbah, President Tinubu is particularly concerned that obsolete training infrastructure is being used to prepare officers expected to uphold professionalism, discipline, and human rights in their duties.
He added that the President sees functional and well-equipped security training facilities as critical to achieving his broader vision of expanding Nigeria’s economy to one trillion dollars within the next five years.

The inspection visit marks the beginning of a nationwide assessment of all federal security training institutions, aimed at developing a modern, well-coordinated, and efficient internal security framework.
