Trump Ends Biden-Era Migration Program, Orders Departure of 530,000 Migrants

• Over 500,000 migrants from four countries face deportation as CHNV program ends.

US President Donald Trump’s administration has announced plans to revoke the temporary legal status of more than 500,000 migrants from Cuba, Haiti, Nicaragua, and Venezuela, who entered the country under a Biden-era humanitarian program.

According to a notice posted by the federal government, these migrants have been given until April 24 to leave the country before their deportation protections and temporary permits are rescinded.

The affected individuals entered the US through a sponsorship initiative known as CHNV, launched in 2022 by then-President Joe Biden. The program, aimed at providing legal migration pathways, allowed migrants and their immediate families to enter the US with American sponsors and stay for up to two years under a temporary status known as parole.

President Trump suspended CHNV shortly after assuming office in January. It remains unclear how many of the 530,000 migrants have since secured alternative legal status that would permit them to remain in the country.

CHNV initially applied only to Venezuelan nationals before it was expanded to include Haitians, Cubans, and Nicaraguans. The Biden administration had argued that the program would reduce illegal border crossings by providing a regulated process and improving vetting procedures.

However, the Department of Homeland Security (DHS), under Trump’s leadership, criticized the program’s effectiveness. In a statement on Friday, DHS claimed the CHNV initiative “granted [migrants] opportunities to compete for American jobs and undercut American workers; forced career civil servants to promote the programs even when fraud was identified; and then blamed Republicans in Congress for the chaos that ensued and the crime that followed.”

Despite the broad revocation, the 35-page notice in the Federal Register indicated that some individuals might be allowed to remain in the US on a case-by-case basis.

The Trump administration is also weighing whether to terminate the temporary legal status of approximately 240,000 Ukrainians who fled to the US following Russia’s invasion.

Under CHNV, an estimated 213,000 Haitians, 120,700 Venezuelans, 110,900 Cubans, and 93,000 Nicaraguans were admitted to the US before the program was halted.

Additionally, DHS announced last month that it would end Temporary Protected Status (TPS) for 500,000 Haitians in the US by August. TPS is a separate designation granted to individuals from countries experiencing armed conflict, natural disasters, or other unsafe conditions. DHS also terminated TPS protections for Venezuelans, though this decision is currently being challenged in court.

Since returning to office, President Trump’s immigration policies have faced multiple legal challenges, as his administration seeks to roll back several Biden-era initiatives.
