He said countries benefiting from the security of the strait should contribute financially to the cost of maintaining its protection.
The comments come after Iran announced the closure of the Strait of Hormuz, citing security concerns following what it described as unauthorised activity in the area.

The waterway, one of the world’s most important oil transit routes, has become a major flashpoint in the ongoing confrontation between Washington and Tehran.
Trump accused Iran of abandoning previous agreements, claiming that the country had repeatedly failed to honour deals reached with the United States.
He warned that Washington would respond strongly to what he described as Iran’s actions, while insisting that the US should not continue providing security for the region without compensation.
Meanwhile, Iran’s Islamic Revolutionary Guard Corps said normal operations in the strait would only resume if the United States halted its military activities in the area.
The group also cautioned that continued tensions could create further disruptions in the global oil and gas market.

The latest dispute follows a series of missile and drone attacks involving US and Iranian forces, with Tehran claiming strikes on American military positions in the Gulf region.
The closure of the Strait of Hormuz has increased concerns over global energy supplies and contributed to a rise in oil prices.
The renewed confrontation has also raised uncertainty over previous efforts by both countries to reduce hostilities and reopen diplomatic channels.
