The President of the United States, Donald Trump, is reportedly considering imposing new travel restrictions on Nigeria and 35 other countries, most of them in Africa, over alleged failures to meet updated U.S. entry requirements.

According to a leaked memo signed by U.S. Secretary of State Marco Rubio and obtained by The Washington Post, the proposed action could lead to visa restrictions or full travel bans on non-compliant countries, if they fail to meet set conditions within a 60-day window.
Nations named in the memo include Nigeria, Ghana, Ethiopia, Egypt, Cameroon, Liberia, Uganda, Zimbabwe, and Côte d’Ivoire. Others from West and Central Africa are Benin, Burkina Faso, Cabo Verde, Democratic Republic of Congo, Gabon, Gambia, Malawi, Mauritania, Niger, São Tomé and Príncipe, and Senegal. Eastern and Southern African countries listed are Djibouti, South Sudan, Tanzania, Uganda, and Zambia. Additionally, small nations outside Africa such as Antigua and Barbuda, Dominica, Saint Kitts and Nevis, Saint Lucia, Bhutan, Cambodia, Kyrgyzstan, Syria, Tonga, Tuvalu, and Vanuatu are also affected.
The memo accuses the listed countries of failing to meet “baseline identity-management and information-sharing criteria.” It claims some lack the ability to issue credible identity documents, while others struggle with widespread corruption in civil documentation. High rates of U.S. visa overstays among citizens from these nations were also cited.
Washington argues that these shortcomings compromise its ability to properly screen visa applicants and enforce immigration laws.
As part of the corrective process, the affected countries are expected to submit an action plan to the U.S. State Department by Wednesday. Failure to do so could attract penalties ranging from visa restrictions to outright bans.

While the proposal aligns with Trump’s long-standing hardline immigration agenda, no final decision has been announced. Both the State Department and the White House have declined to comment on the leaked memo, citing ongoing internal deliberations.
