UEFA has announced plans to discuss penalty rules with football’s lawmakers following the controversy surrounding Julian Alvarez’s disallowed spot kick in Atletico Madrid’s Champions League elimination.
During the penalty shootout in Atletico’s last-16 clash against Real Madrid, Alvarez slipped before converting his attempt past Thibaut Courtois.
However, after a VAR review, the goal was ruled out as the Argentine forward was deemed to have made two touches on the ball, leading to Real Madrid progressing with a 4-2 shootout victory.

Despite confirming that the referee correctly applied the existing law, UEFA stated on Thursday that it would consult with the International Football Association Board (IFAB) and FIFA to review the rule in cases where a double touch is deemed “clearly unintentional.”
According to Article 14.1 of IFAB’s Laws of the Game: “The kicker must not play the ball again until it has touched another player.”
In a statement, UEFA clarified: “Under the current rule (Laws of the Game, Law 14.1), the VAR had to call the referee, signalling that the goal should be disallowed.”
Atletico Madrid has now lost all six of their penalty shootouts against Real Madrid across all competitions.
