Dangote Refinery has strongly criticised the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) for directing its branches to cut off gas and crude oil supply to the refinery.

EKO HOT BLOG reports that in a statement released on Saturday, September 27, 2025, Dangote Refinery’s management described PENGASSAN’s move as “a brazen and shocking display of lawlessness and criminality.”
According to the company, PENGASSAN had issued a circular on September 26 instructing its members in key companies such as TotalEnergies, Seplat, Chevron, Oando, Renaissance, Shell Nigeria Gas, and the Nigerian Gas Infrastructure Company (NGIC) to halt gas and crude supply to the refinery.
The union further ordered that all supply valves and loading operations to vessels headed for the refinery be shut down, with branch chairmen expected to report on compliance.
Dangote Refinery insisted that the directive was unlawful, noting that the association has no legal right to interfere with contractual agreements between the refinery and its suppliers. The statement stressed that PENGASSAN was neither a party to the supply contracts nor vested with authority to obstruct them.
“Perhaps PENGASSAN needs to be reminded that Nigeria is a country governed by laws. Our statutes do not support self-help, mob action, or directives that could fuel mayhem and anarchy,” the company said.
The management further pointed out that PENGASSAN had, in its own press release, vowed to challenge the refinery legally but contradicted itself by resorting to unlawful measures.

“We encourage PENGASSAN to remain committed to its earlier promise of pursuing legal action if aggrieved, rather than embracing actions that undermine peace, order, and lawful conduct,” the statement concluded.
