The Federal High Court in Abuja has once again denied bail to Tukur Mamu, a former terrorist negotiator currently facing terrorism-related charges and held by the Department of State Services (DSS).
Eko Hot Blog reports that in a ruling delivered on Wednesday, Justice Mohammed Umar acknowledged Mamu’s medical concerns but ordered the DSS to provide him access to appropriate treatment at a medical facility of his choice, rather than grant him bail.

Justice Umar ruled that the prosecution had demonstrated consistent diligence in handling the case, dismissing the argument that a lack of progress warranted bail. He further instructed the DSS to allow Mamu access to his family while in custody.

Mamu was arrested on September 6, 2022, at Aminu Kano International Airport after returning from Egypt. He was later charged with 10 counts of terrorism financing and related offenses, linked to his alleged involvement in negotiations with the terrorists behind the Abuja-Kaduna train attack of March 28, 2022. He has pleaded not guilty.
In a separate ruling in May 2024, Justice Inyang Ekwo also rejected Mamu’s request to be transferred from DSS custody to Kuje Correctional Centre.

The court upheld the federal government’s argument that ongoing jailbreaks made prisons unsafe for high-risk detainees. Since Mamu did not challenge those claims, they were accepted as fact by the court.
Although bail has repeatedly been denied, the court has maintained that Mamu should be allowed access to his personal physician, under DSS supervision, throughout his trial.
