The Lagos State House of Assembly on Monday began an extensive deliberation on the 2026 Appropriation Bill presented by Governor Babajide Sanwo-Olu on Tuesday, November 25, 2025.
Eko Hot Blog reports that the budget, christened the “Budget of Shared Prosperity,” focuses on reducing poverty and building a safer, more prosperous Lagos. It is anchored on four pillars: poverty eradication, a human-centred approach, improved infrastructure and effective governance.

Giving an overview of the spending plan, the Chairman of the House Committee on Economic Planning and Budget, Hon. Sa’ad Olumoh, said the 2026 proposal aims to consolidate the progress recorded since Sanwo-Olu assumed office in 2019.
He assured lawmakers that the budget is structured to ensure all ongoing projects are completed within the life of the administration.
Olumoh urged members to thoroughly scrutinise the submissions of all ministries, departments and agencies before forwarding them to the Budget Committee for review.
Majority Leader Hon. Noheem Adams commended the House leadership and said the budget reflects Lagos State’s growing competence and capacity. He noted that governments which prioritise capital expenditure demonstrate seriousness and long-term vision, adding that the budget, once approved, will significantly stimulate the state’s economy.
During the debate, Hon. Ajomale Oladipo expressed concerns about the new tax reforms and their possible impact on budget performance, especially with the state’s Internally Generated Revenue now at 70 percent.

Hon. Desmond Elliot described the spending plan as one capable of addressing the needs of residents. He called for stronger investment in infrastructure, particularly inner roads within communities, and urged improvements in environmental sanitation.
Hon. Osafile Foluke appealed for increased funding for security to tackle emerging threats within the state and across the country.
Deputy Majority Leader Hon. Adedamola Richard Kasunmu stressed the need for careful examination of the budget details to ensure they align with the intended developmental goals. He also advocated greater funding for the education sector to safeguard the future of young people.
Hon. Bonu Solomon added that boosting tourism and infrastructure would enhance Lagos State’s internally generated revenue and strengthen economic growth.
After the deliberations, the House committed the 2026 Appropriation Bill to the Committee on Economic Planning and Budget for further legislative action, with a directive to present its report within five weeks.
