The Lagos State Office of Public-Private Partnerships (OPPP) has signed a two-year Memorandum of Understanding (MoU) with the Institution of Public-Private Partnerships Hong Kong (IPPP HK), creating a formal platform for collaboration on key public-private initiatives, Eko Hot Blog reports.
According to a statement from Mrs. Bukola Odoe, Special Adviser to the Governor on PPP, the MoU was signed at the Hong Kong Convention and Exhibition Centre during the 19th Asian Financial Forum, held from 26–27 January 2026 and convened by the Hong Kong Trade Development Council (HKTDC).

The agreement aims to enhance technical collaboration, knowledge exchange, and investment-aligned partnerships between Lagos State and Hong Kong stakeholders. It will support the implementation of Lagos State’s THEMES Plus Agenda by providing access to global best practices, networks, and innovative models for public-private partnerships.
Mrs. Odoe explained that the OPPP team attended the Forum as part of a broader United States delegation led by the Silicon Valley Prop Tech Association and its Chairperson, Ms. Alina Aeby.

The Forum featured discussions on technology, real estate, and large-scale infrastructure, offering Lagos State an opportunity to deepen strategic relationships and explore new avenues for investment.
The OPPP delegation was led by Mrs. Bukola Odoe, while the IPPP HK delegation was led by Chairman Mr. Francis Sootoo. Representing the HKTDC at the signing ceremony was Mr. Lawrence Chiu.
The MoU establishes a structured framework for ongoing cooperation, signaling Lagos State’s commitment to leveraging global partnerships to advance infrastructure development and public-private sector collaboration.
