The Federal Government has begun full enforcement of biometric attendance verification across all centres participating in its Technical and Vocational Education and Training (TVET) Programme, making verified biometric records the sole basis for payments and trainee stipends.
Eko Hot Blog reports that the Federal Ministry of Education announced that the policy took effect from 1 February 2026, following an earlier directive issued to TVET training centres in December 2025 to procure and deploy biometric attendance systems for real-time monitoring.

Under the new enforcement regime, all payments to training centres, as well as monthly stipends for trainees, will now be processed strictly on the basis of confirmed biometric attendance data. The ministry warned that any centre that fails to comply with the requirement will not receive payments, while trainees at such centres will forfeit their stipends.
The ministry noted that training centres had previously been informed that persistent non-compliance could lead to outright removal from the TVET Programme, with affected trainees redeployed to centres that meet the biometric verification standards.
According to the ministry, the biometric system is aimed at strengthening transparency, accountability and effective service delivery, while safeguarding public funds and ensuring that programme benefits reach genuine participants.

Meanwhile, the Federal Government has reiterated that it remains open to onboarding new training centres into the TVET Programme. Interested centres are required to obtain accreditation from the National Board for Technical Education (NBTE) and complete their applications through the NBTE TVET portal.
Students currently enrolled in the programme have also been advised to confirm that their centres are fully compliant with the biometric attendance requirement to avoid disruptions to their stipends. The ministry said complaints or requests for assistance can be submitted through the official TVET support platform on the portal.
The Ministry of Education reaffirmed its commitment to strengthening the integrity of the TVET Programme, stressing that transparent and efficient deployment of public resources remains central to empowering Nigerian youths and driving national development.
