Highlighting the establishment of the Federal Ministry of Marine and Blue Economy, Ambassador Ibrahim emphasized that the ocean represents the next global frontier for wealth creation.
He noted that Nigeria is seeking strategic, expertise-driven partnerships rather than traditional aid to fully map and leverage its ocean resources.

Beyond bilateral cooperation with China, the Nigerian envoy advocated for broader multilateral action to address climate change and cross-border governance challenges in ocean management.
He called on global institutions like the International Monetary Fund (IMF) to offer zero-interest financing to help developing nations harness innovation, artificial intelligence, and circular economic solutions for sustainable blue economy growth.
